I'm quite experienced with ASP and would go with above, Dreamweaver or Visual Studio. If your new to ASP I wouldnt bother with it though and would move straight onto learning ASP.Net

Dreamweaver, Visual Interdev and VS.NET . Apart from these you can also choose WebExpress It is a powerful, fast, easy, visual Web development tool.

Visual web developer is better than other IDEs. Visual Web developer 2010 version support for MVC web development and MVC is most flexible method to develop Web applications.

Visual Interdev is best ASP IDE. It is not free. But it is very fast and easy to use. So you should use it.
