A Google De-Indexing Work-around?

If a website was de-indexed by Google for some reason, I was thinking that a person could move to another web host, maybe

privatize the registrar info, and possibly get back into the good graces of Google.

I thought of this as a person who buys domains at auction, in which they wouldn't know its history.

Google may think it was sold off and maybe give the new owner a chance to improve.

Do you think it would work?
