One of my domains currently use DNS servers hosted at register.com.  Since register.com went off-line a couple of times, I wanted to add new DNS servers hosted at my web hosting company.  The following is the list of DNS servers that I wanted to have:

dns-serverX.register.com
dns-serverY.register.com
dns-serverA.my-web-hosting.company.com
dns-serverB.my-web-hosting.company.com

However, register.com does not allow me to add new DNS servers; I can only change existing ones which are

dns-serverX.register.com
dns-serverY.register.com

My web hosting company does not allow me to use their DNS servers unless I change these DNS servers to theirs.  So, I need to ...

1. Change my DNS servers from

dns-serverX.register.com
dns-serverY.register.com

to

dns-serverA.my-web-hosting.company.com
dns-serverB.my-web-hosting.company.com

2. Give my DNS records to my web hosting company.

3. Wait until all these changes take place.

My question is this.  Is the domain going off-line in this case?  If so, how long?

It will not be offline ... It will be swicthed directly when your DNS chache will expire. Just switch your settings without any problem ...
