I don't wanna sound old-school or anything here, but...

Notepad.

The best way to write valid code, it's free, and it isn't bloatware like Dreamweaver and Frontpage.

I agree if you really want to make a good site then write the code yourself.  Thats what I usually do. Writing it is boaring but you get a personalised site the way you want it.

why do you want an alternative to dreamweaver? it's the simplest program I ever used...

Anyone who says Frontpage needs shooting Smiley why would you want a replacement for dreamweaver anyway? Does the job perfectly well

There are many good alternatives like PHPEDITOR, FrontPage, Notepad. Just find a good document editing program.

I don't think there is a 100% identical alternative for  dreamweaver  just like we don't have a complete alternative for flash.
