Your arp cache table is full. This is because of some errors in your config (ip/netmask wrong ...). Also look if you have the Lo interface up.

Is your workstation or is a server ?

To increase you capacity of you arp table just add to /etc/sysctl.conf :

net.ipv4.neigh.default.gc_thresh1=4096
net.ipv4.neigh.default.gc_thresh2=16384
net.ipv4.neigh.default.gc_thresh3=65535

and after you save the file just run following command:

sysctl -p
