How to start new threads

When you start a new forum, one of problems is to start new threads. Even if you work on post exchange, post exchange partners generally do not start new threads. Ok, so, ... how should you start new threads?
1. Start a bunch of new threads as admin
2. Create a bunch of new accounts for yourself and start new threads
3. Paid posting?
4. New thread post exchange; a special post exchange in order to start new threads
... any other idea?

There are, but I find that using one of those mods in a new forum is hugely unpopular.
1. If you reply, no one else replies back in most cases.
2. This pushes down threads that have replies.
3. Creates too many threads that have no replies.

you can set the frequency of new threads from RSS feeds. If you make it as 5 threads per day, I dont think there will be a problem.

I personally think that's a bad idea because if anyone ever found out, you could loose lots of respect.

You have to be careful and smart enough when doing it.
What I recommend is that if you have your account and a fake account, you can be logged in to both of them at the same time. All you have to do is , log into each account using different browsers.
For example, log into your account using firefox and your fake account using IE.
Also, be sure that no one else can see IP addresses other than you because the IP addresses will be the same of both accounts.

RSS feeds are the worst idea. Those "fake" threads won't stimulate any conversation. I think our members want to discuss and not read the same news they already read on yahoo ...
I do this: start many many threads. For a new forum I start 30-50 threads a day. Then after some days 20 at least. I start promoting the second it's open and this way the new people can find topics to reply to. Promoting a 0 threads forum is the worst idea ever

You shouldn't do that forever, but it's advisable that you do it when you are starting up. Otherwise, you can't really build content. If you're against it, then ... you have two options, paid posting and post exchange. But even if you do these two things, you can face some difficulties.

Yeah, this seems to work well. I actually copied it after I visited your forum. Combination of this and post exchange works pretty well. It seems that post exchange partners tend to not start new threads, but they prefer to reply to existing threads.

What I had on my site was topic packs. Every moderator could ask for one, and I made a list of topics they could post on the forums they moderate. It worked nicely
So I'd suggest doing that. Not making fake accounts
