Where and how do you create about, contact and privacy pages for a blog?

Where and how do you create about, contact and privacy pages for a blog?  I use Blogger and WordPress, and from what I see, neither provides about, contact and privacy page templates.  So, you need to create these pages from scratch, right?  Where and how do you create about, contact and privacy pages?  Do you just create plain html pages?

I think,WordPress , have something to create pages just with html ... If I remember well !

I havent did it for this types but  would do by myself for another webites like regional sites and investing
for blog i use blogspot but dont ue for privacy

Yeah, I found out about this the other day.  You just pick a name and create that page.  You write out whatever you want to write on that page and publish it.  Done.
