Yes, it is, and Yahoo URL list is actually a list of URLs in text file.  However, Yahoo also lets you use xml, so you can actually only create one xml file and submit it both Google and Yahoo.

I would suggest to submit your sitemap to all major search engines and take care that urls are human readable.
