Is there a list of to-do in order to get Trust(Rank)?  Some might say that I should just build a site naturally, but there are SEO firms, and they (at least some of them) presumably follow certain steps to get Trust(Rank), so I'm assuming that there is a list of to-do in order to get Trust(Rank) or something.  No?

You are talking about Google Page Rank or SE Rankings?
Both can be quite different.

Actually I am talking about TrustRank, which is presumably more important than PR.  High PR may not mean much today (unless it's 0), but high TrustRank should mean something.  High TrustRank should help you to get high SERP as well.
