New Page Not Ranked for Target Keyphrase

My site is about 6 months old and I have recently been working on SEO. For a couple of my keyphrases my site ranks in the top 10 on Google.

About a month ago, I added another page targeted to a specific keyphrase. The page is linked internally by all other pages and I have a few external links pointing directly to it as well. The page has been indexed and according to my stats, Google has crawled the page 10 times so far. In general, my site has been getting 30+ hits by Google per day on average.

Problem is that the page is not showing up at all for the target keyphrase. I'm monitoring it using the Digital Point keyword tracker which lists up to position 10,000. It appears that the page is not getting ranked at all (or is ranked below 10,000). The page is #27 on MSN and hasn't shown up in Yahoo as far as I can tell. I would think if the page is #27 on MSN, I could break the top ten thousand on Google...

Does getting ranked for new pages just take a while or could there be another reason?
