SEO optimising some links

Hi,

I have some links on my site that I want to change. I don't want to use any mods because I need to know what changes I'm performing.

The first link I want to change is:
http://www.myseosmftest.com/index.php?action=forum
to:
http://www.myseosmftest.com/forum.html

I don't really know how to do this because .com/forum.html doesn't exist! How does this work? I want that http://www.myseosmftest.com/index.php?action=forum is being redirected to http://www.myseosmftest.com/forum.html and that http://www.myseosmftest.com/forum.html is the forum.

I use TinyPortal.

It would be awesome if someone could help me with this!
