Testing Greek - αάβγδεζ-ὺῖὦῶῷ-ηθιίκλμνξοψωώ-russian-ЭЮЯабвгдежзийкuni

In my test forum I get very funny URLs when posting Greek:
http://www.translatum.gr/glossary/general-discussion/i%EF%BF%BDiraquoiraquoimiddotifrac12isup1iordmireg-ifrac14imicroie%EF%BF%BDinotie%EF%BF%BDie%EF%BF%BDiplusmnie%EF%BF%BDimiddot-iacuteiiquestiordmisup1ifrac14ireg-t4.0.html

Then I select Greek and Greek displays fine. However, if I post a subject in any other script -even latin extended- I get these long URLs.

For this subject: ЭЮЯабвгдежзийкuni
I get this:

I have also issue with local languages..
