Just a suggestion but, and I did it myself too, you have way too many forums for a new board.
I think everyone makes that mistake. The thing is that with a lot of forums and not many users it's hard to fill them up.

A good number to start with is around 8-10, after you get a lot of content then add a couple more at a time.
I counted 33 and several of them are empty, that's the thing people see first.

Yes, I think this is true. I will restructurate the forum, but first I will try to see what forums are targeted.

That's the best thing you could do. I started with like 25 and was told the same thing, I think I have around 12 or so now, one new one added this week. Pagination is the key, when you have around 3 pages of threads in each forum then you can start adding new ones without it looking deserted.

It would be better if you could combine a few forums. Forums having less than 7 topics means that people will not be discussing much in those forums. And by combining forums, it will be easier for navigating across the pages.

Example: You can combine Google, Yahoo, MSN and Other Search Engines and put it under a common forum

I think the amount of forums is fine. The site is very active for one so new.
I had some complaints about this when we started out. I found a drop down menu made it a lot easier for members to navigate.
