If you mean the best program for web design and coding... I would recommend adobe photoshop cs2 & flash 8 for webdesign and dreamweaver 8 for coding  |

i think it is too general to say what is the best
because it is depending on the type of design you want
for example
in logo and illustrations i prefer adobe illustartor the most
in photo editng i prefer photoshop
in animation ofcourse flash

It completely depends. I use Adobe Photoshop for my designs, Adobe Illustrator for my logos, and Dreamweaver for my coding. I sometimes might even use ImageReady to do some gifs. It all depends on what you are trying to achieve and what the site entails. Flash is a good program too, although I haven't found how to efficiently use it yet.

for me dreamweaver is the best but i istalled new microsoft designer program ( also is free to test) and is really great aswell.
new microsoft web designer program looks more similar to dreamweaver than frontpage

For coding, notepad is the best, clean interface etc.
For design, my prefered program is definately Photoshop CS2
