Probably why Yahoo is not so popular with the webmaster crowd because we dont know how to get better results. At least for google, we do know what to do and how to "please" them.
How about MSN ?

Check this tool: http://www.webconfs.com/check-yahoo-webrank.phpI didn't fin anything similar until now. How is calculated this WebRank ? Yahoo WebRank is basically a rank assigned to a URL by Yahoo on a scale of 0-10. It was introduced a couple of months ago as a Beta feature of the Yahoo toolbar, since it was an experimental feature it is no longer available as a part of their toolbar. You can just search for "Yahoo WebRank" in your favorite SearchEngine to know more about it.

Yahoo introduced WebRank a while back in order to create the equivalent of Google. There is a tool to check WebRank, but as you check several sites, you realize that WebRank assigned to them don't look right. My guess is that Yahoo does have Google PageRank-ish mechanism internally, but there is really no way to know check values that the mechanism assigns.

I don't think it's updated. Check CNN, Google and a couple of other major sites. They all have WebRank 0. That doesn't look right, does it?

I don't think that this particular WebRank is working. But my wild guess is that Yahoo does have a Google's PageRank-ish mechanism. If you keep acquiring IBL, you gradually gain more traffic from Yahoo even if you don't change your content that much. I think that's a pretty strong indication that Yahoo has a Google's PageRank-ish mechanism.
